  32.We will support the interconnected development of industrial parks in Zhongguancun and Xiongan New Area。We will accelerate the construction of Zhongguancun Science and Technology Park in Xiongan New Area, and promote new technologies and products such as smart cities and green ecology to support the construction of Xiongan New Area。In the Xiongan New Area, we will explore the establishment of enclave economic cooperation zones and partner parks, innovate cooperation and management mechanisms, and carry out pilot reforms such as output value sharing, financial resources sharing, industrial access, industry supervision, policy coordination, mutual recognition of enterprise qualifications, and data sharing。We will support joint efforts to build a national innovation platform base and promote the innovative and interconnected development of Zhongguancun and Xiongan New Area。

  34.Explore new mechanisms for open cooperation in science and technology。Take the lead in initiating and actively participating in international big science programs and projects in the fields of public health and green energy, jointly solve major global scientific problems, and build a "Zhongguancun model" of open science.。We will explore mechanisms for the cross-border use of government research funds, and expand channels for overseas research institutions and scientists to directly undertake Chinese science and technology projects。We will establish an international cooperation and sharing mechanism for major scientific and technological infrastructure, and attract international innovation teams to Beijing to conduct collaborative research and transfer results。Implement the R&D incentive plan for foreign-funded R&D centers, attract different types of foreign-funded R&D centers to set up and develop in Zhongguancun, support foreign-funded R&D centers to increase R&D investment, and guide foreign-funded R&D institutions to participate in the construction of various innovation platforms and achievements transformation projects in Zhongguancun。

  39.We will build a full-chain technological and financial innovation service system。We will accelerate the construction of the innovation and finance reform pilot zone in Beijing's Zhongguancun National Independent Innovation Demonstration Zone, and increase support for venture capital, bank credit, and listed financing for science and technology innovative enterprises in accordance with market principles。Under the premise of law and compliance and risk control, we will study and optimize the merger and acquisition loan policy of science and technology innovative enterprises in the pilot zone of science and innovation financial reform。We will support investment enterprises and individual angel investors in carrying out long-term investments, and implement the pilot policy of preferential corporate income tax for corporate venture capital。Support financial institutions to explore special product models that meet the needs of science and technology innovation。We will deepen the reform of the trading system of the Beijing Stock Exchange, improve liquidity and activity, improve the review mechanism for high-quality enterprises directly, and support the Beijing fourth-board market in strengthening cooperation with the New third-board market。

  40.We will enhance our ability to provide services for entrepreneurship in cutting-edge technologies。Focusing on cutting-edge scientific and technological fields such as artificial intelligence, quantum information, blockchain, and biotechnology, we will establish a regular docking mechanism between scientists and venture capital institutions, incubation institutions, and enterprises。We will support the development of a number of international, state-level maker Spaces and encourage the exploration of a new generation of business incubation models。We will accelerate the cultivation of national science and technology business incubators, focusing on the construction of market-oriented, professional and international benchmarking incubators。We will increase support for business incubator talents, and pilot projects will include high-level incubators in the scope of leading business incubator talents。International scientific and technological innovation service institutions such as R&D services, inspection and testing, transformation of scientific and technological achievements, and scientific and technological consulting support the creation of an integrated scientific and technological service platform, and cultivate science and technology integration service providers with international vision and global service capabilities。

  21. Optimizing spatial layout
